Office on Mental Health/Core Service Agency of Harford County, Inc. (OMH/CSA) is a private non-profit organization that provides oversight, promotion, and support for the development of accessible, community-based behavioral health services in Harford County. The OMH/CSA was designed to advocate for, monitor and identify the needs of people engaged in the Harford County Public Behavioral Health System, while ensuring high-quality services are provided to all persons who are in need.

Aberdeen Inner County Outreach

Currently has the Projects for Assistance in Transition from Homelessness (PATH). PATH is grant funded case management program targeting individuals who are homeless or at high risk of homelessness, and have a priority population diagnosis (Major Depression, Bipolar Disorder, etc.).  The case manager can assist the clients with accessing entitlements, connecting to behavioral health and medical care, and linking to safe and stable housing options.  It is a 3 year grant, with the possibility of up to 2 additional years.

Empowering Minds Resource Center

Empowering Minds Resource Center is a comprehensive behavioral healthcare agency that is based on a holistic, person-centered approach to mental health services for children and families. Currently providing the Maryland Community Criminal Justice Treatment Program (MCCJTP) to provide jail based mental health case management services to inmates in the Harford County Detention Center. The targeted population for these services includes adults over the age of eighteen (18) who are incarcerated in the Harford County Detention Center and (a) have a primary diagnosis of serious and persistent mental illness as classified by the Public Behavioral Health Systems Priority Population Diagnoses designation, or (b) individuals previously enrolled in the public behavioral health system with specialty mental health ICD-10 diagnosis prior to incarceration may receive case management services.

Sheppard Pratt Assertive Community Treatment (ACT)

Also called mobile community treatment: Provides mental health services to persons who are unable or unwilling to access traditional, facility-based services.  A team of mental health workers deliver services wherever the consumer is willing to receive them.  Designed for individuals who need 24-hour support and monitoring but not in a hospital setting.  Services include diagnostic evaluation, crisis intervention, case management, medication management, housing support, and transition to other needed services.
