Office on Mental Health/Core Service Agency of Harford County, Inc. (OMH/CSA) is a private non-profit organization that provides oversight, promotion, and support for the development of accessible, community-based behavioral health services in Harford County. The OMH/CSA was designed to advocate for, monitor and identify the needs of people engaged in the Harford County Public Behavioral Health System, while ensuring high-quality services are provided to all persons who are in need.
Inner County Outreach, Inc. (ICO)
ICO Mental Health Services:
The Mental Health Outpatient Clinic at Inner County Outreach, offers services that include, but are not limited to: individual, group, and family counseling and education on wellness, recovery, and resiliency. Services are available to all ages and medication management is available and designed to provide appropriate levels of care to those experiencing a significant and acute disruption in their ability to cope with their daily lives.
P.A.T.H Program Highlight:
PATH: (Projects for Assistance in Transition from Homelessness) Provides stabilization services for people with serious mental illness (SMI) experiencing homelessness or the threat of homelessness. Individuals are connected to affordable housing, financial assistance to promote permanent housing and a variety of wraparound services that establish self-sufficiency.

Key Point Health Services
Key Point Health is a private not for profit corporation dedicated to serving public mental/behavioral health and our Service Members. Key Point accepts Medicaid, Medicare, Blue Cross/Blue Shield and Tricare. For those needing behavioral health services who have private insurance such as Aetna, United, Cigna and others you are encouraged to contact your insurance company and ask for a list of providers.
Empowering Minds Resource Center
Empowering Minds Resource Center is a comprehensive behavioral healthcare agency that is based on a holistic, person-centered approach to mental health services for children and families. Currently providing the Maryland Community Criminal Justice Treatment Program (MCCJTP) to provide jail based mental health case management services to inmates in the Harford County Detention Center. The targeted population for these services includes adults over the age of eighteen (18) who are incarcerated in the Harford County Detention Center and (a) have a primary diagnosis of serious and persistent mental illness as classified by the Public Behavioral Health Systems Priority Population Diagnoses designation, or (b) individuals previously enrolled in the public behavioral health system with specialty mental health ICD-10 diagnosis prior to incarceration may receive case management services.
Sheppard Pratt Assertive Community Treatment (ACT)
Also called mobile community treatment: Provides mental health services to persons who are unable or unwilling to access traditional, facility-based services. A team of mental health workers deliver services wherever the consumer is willing to receive them. Designed for individuals who need 24-hour support and monitoring but not in a hospital setting. Services include diagnostic evaluation, crisis intervention, case management, medication management, housing support, and transition to other needed services.
Head Start and Early Head Start Mental Health Consultation
Provides behavioral consultation and mental health referral and treatment services to children and families participating in Head Start and Early Head Start in Baltimore City, Harford, or Carroll County. Eligibility: Enrollment in participating Head Start or Early Head Start Program.
Villa Maria Behavioral Health Clinics
Villa Maria Behavioral Health Clinics provide mental and behavioral health services to children, adults, and families across Maryland. These services include individual counseling, family counseling, psychiatric evaluation, social and coping skill development, addiction counseling and treatment, and medication management.
