As many as 3,000 people in Baltimore are homeless, and those who live in a south Baltimore encampment are off the grid from most services.

Advocates tried on Friday to bring services to an encampment off Patapsco Avenue on land owned by the city and state. It’s one of the largest homeless encampments in the region, and it’s growing. Advocates are concerned about sanitation and health issues. One advocate said conditions are inhumane.
